To specifically do what you're saying, you could have an Icon aura with 3 triggers: 1) Kingsbane Remaining Duration < 8 2) Kingsbane Remaining Duration >= 7 3) Shiv Off CD, with the Required for Activation dropdown set to All Triggers.

!wa - LE Collection has a timeline for when KB goes out and when shiv can/should be used if you want something more extensive
