To specifically answer your question, you can create a trigger on Rupture and a trigger on Garrote, set the Unit to Multi-Target or Nameplate, then use %1.matchCount in a text to show you the numerical value of how many buffs are out.

Sims are a tool, they simulate a specific situation over a variable time.
It can help you understand how acting differently depending on the situation, decision making or gearing/talent choices.
But it shouldn't be used as a guide. It's a powerful tool that helps give you understanding
