• Correct, there has been a newly found... bug? interaction? With the Mark and Echoing Reprimand. It requires you to have your 3rd combo point be animacharged, the Mark be applied from Darkest Night, and then consuming the animacharge with Envenom.   Does Blizzard know?
• There is no way they don't know.
