Like the other Sin rogues were saying, that's the Cleave build but without Iron Wire. In M+ people kinda just play whatever they want even if it does less damage. Some people LOVE Iron Wire and Crimson Tempest, they will tell you a whole story how they were in a +10 and using IW or CT saved their brother's uncle's life. I suggest trying all the builds and seeing what you like.
