Late to the party but as soon as you can't restealth (chain pulling, spiteful, etc) it loses so much value. It is also a dead talent in ST which further hurts it's place in a capstone.

Imo IC should guarantee empowered garrote/wire procs at the minimum to both address the restealth issue and giving it a little bit of ST relevance (PvE only?)

As cev also touched on, CT is in a weird spot where it performs poorly in aoe. Uncapped aoe means spamming it is fine at a certain target count (7 iirc?) But even at 20 targets of uncapped dots, you are far from the best aoe sustained damage class.

Imo CT should be rolling stacks, reduced damage after x targets or have direct synergy with envenom (envenom does xx% more damage for every target impacted by CT) to play into a funnel niche. Edit: or have applications extend our other bleeds on targets so we are rewarded for multi dotting/ramping into a pull. Something as easy as 1.5s extension of all bleeds on targets could be fun (how long can you keep DM rolling ;))

Also having deathmark as our CD, and it not scaling at all in aoe is an issue (imo). It could also do with some sort of aoe interaction if that is the part of the kit you are looking at.
