The thing with Tempest is the bleed effect part, sometimes with Deadly it's even okay at single target, but if you already have the bleed applied then subsequent casts lose value.

I think there's multiple target counts scenarios, at which one scenario is going to be worth it even to re-overwrite the bleeds at high count like 6-8. One which is better to re-apply if there's no or low bleed, probably 4+ and then one where it's just not worth to apply.

At one scenario the splash damage alone from tempest beats envenom > then at one scenario the splash + bleed beats envenom > and then one scenario where enevenom just beats both. But that's volatile depending on the poison you're using and if you have Shiv available and what not. It's bit complicated
