A dagger offhand is technically like 0.2% better than a slow weapon because it generates more Instant Poison procs. That is the only difference, Fatal Flourish proc rate is normalized to be unaffected by the change in attack speed. Note that item level or stats will matter more than this quirk, or you can simply use a slow weapon anyway for transmog.

which would be very bad
you want to always do a roll above 42 seconds on your buffs
that way the kir container buffs are longer in duration than your rtb buffs
which means you can roll yet again
after the rtb container buffs are running out
but when you do this roll actually depends on how many buffs you KiRed
if you KiRed a natty 5 buff then you want to wait until just above 42 seconds
but for all other conditions of KiR you want to just roll immediately
