You likely want to stack at least 20% Haste on Outlaw for an extra GCD during ADR/Crackshot windows. Take 'em by Surprise gives you 10% during CS windows, so you only need 10-15% from gear.

Sub functions on a strict gcd economy and spending 1 gcd during burst just isnt worth it

If ur pressing it before burst u just telegraphed to them ahead of your stun

Flag itself is just bad because of how telegraphed it is

that 1 gcd before your go equals you getting stunned and wasting your button

pushing dmg at lower cr where people don't react
awc level games where the coordination between 3 r1 players is enough to force value

it differs from other cds because you don't get the value immediately when pressing it, you're using multiple finishers to stack the mastery

typically you either press it during a setup, where it feels pretty low value because you have no stacks and the flat dmg is weak, or you press it before and open urself up to being kited, disarmed, etc, and being out traded with no real defensive cds

you could make the argument that in comps like RMP sending flag post CC enables more dmg on a 2nd swap and that's fair, but imo its not worth the talent point

The way I see it is that it goes against your priority as a sub rogue in a comp like rmx. The team's expectation of you is to stun things when they are vulnerable, not to do some fancy and unrealiable pre-setup that might ruin the said setup

You said its a win if you trade 1 defensive for flag, but thats not really true. If you had just stunned it could be trinket + more cd. If your target reacts to flag and pops something earlier, ur not jeopardizing just your dmg but also your teams

Also taking flag requies you to take perf veins as a pathing node to dark shadow and shadowdust, so thats a completely dead talent

Whereas sepsis and deeper daggers at least serve some meaning

Perf veins might not be complete shit since DSM buffs SS by 30% but i havent tested it out
