That is normal, Divine Toll just finds who it can hit as it shoots out multi hammers in a cone like attack. Same deal for Affliction (various effects) will yank us out (as intended) like soul rot and such as it hits all targets near their target (unsure of the splash radius though).

I would think if your structured team has a stronger MS then deadly would be preferrable. IE: Fury warrior just kicking mailboxes after a football game and wound overrides his MS (unless they changed how it works recently as an undocumented change).

if you're off doing rogue things in a RBG and your MS is not needed, you will do a bit more damage with deadly. Most everything has a lot of self healing so it's still a little sus to use deadly over wound
in a team fight, which an assa rogue really shouldn't be in
there will likely be a better MS in play
if they are playing Deadly, I would ask if they are playing Hemotoxin talent
and just not worrying about MS effects outside of CDs

Ambush does a lot more when paired with the talents you described and was doing 160-175k with fatebound. (Combined VV + Physical)
Envenom was hitting for 362k (highest) (Using amp poison and DTB etc) which was comparable to the rest of us rogues.
The new envenom talent acted like having 7 combo points without having to talent into it (provides 15% envenom damage amp while Env is active)

There is also the significant opportunity cost to taking 2/2 VV. Not only does VV significantly decrease your ability to build since it makes you pretty energy starved, in the process it makes other talents worse, such as Sanguine Blades which basically the spec absolutely does not function in any type of content without.

I don't think it'd be that hard to fix, just like, either significantly increase the damage it deals and significantly increase the energy it costs, so it makes our builders way punchier, or take away the energy reduction component and make it impossible to take it AND sanguine blades with the same build
The former is obviously the thematic, changes-the-way-you-play-the-spec solution, but it would obviously make it probably too strong in pvp in the hands of the good players
And people hate when rogues are good so
I think probably the best solution is to leave the VV damage as-is and increase its energy cost by another 20
Just for good measure
My real, non-sarcastic solution would probably be to have VV add 200% poison damage to Mutilate and 120% poison damage to Ambush, and then increase both their costs by 15

this happened to me 2 months ago while playing helldivers and it was my psu dying
wasnt providing enough power to complete boot up cycle but could power it up enough to start up
so it would just cycle on and off over and over
fortunatly I had the PSU from my old PC still in my apartment to swap with
