Mastery:
- 10% dr at 5400 mastery rating 95%ish
- 20% dr at 7200 mastery rating 115% ish
Versa:
- 10% dr at 6150 rating 35%ish

Infurious boots 500 agi feels more useful than lifebound boots with mastery embelishment. Even though it is clunkier when u end up wasting the agi bonus setting up cc / getting peeled.

Engineering probably not bis if you are aiming for low 100's mastery + 30-34% versa angle instead of 126 mastery 26 versa / 115 mastery 30 versa. (worse case people can recraft engi helm to full versa)

2set seems more reliable than 4set even in non secret tech builds.

2 crafted rings probably bis over the m+ ring. conquest neck might not even be that bad over the raid necklace if you made up for it by having engineering to balance it out.

Highest mastery value I could get as 4piece was 116% mastery / 27% versa (or 121% / 25%) with lifebound boots.

2set with around 104% mastery 33% versa felt best for rotten builds or 115% mastery /30% versa.

I don't know which one would be "neglected the most overall". Simply if you design something for a class and that you hurt their core mechanic with a bug while doing so, you could try to not let it run rampant for weeks on end
