Perhaps reset and rebind the button in game or look if theres a driver software (for the controller) on they're website otherwise, like he said if theres no support chances are you will get issues and not much you can do. In case you need a new controller i suggest Logitech F310 (cable) or F710 (wireless). I have F310 its a solid controller and cheap.

There's 3 parts to beating sig spammers:

1. Predict - Know what they'll do next. That's easier if they just use the same move.
2. Evade - Dodge/jump the attack. Knowing how signatures work give you an edge.
3. Punish - Use the opportunity to get damage on them. Hit and run or a string, you choose.

If they're not compelled to attack, fake going in to encourage them to attack, then predict and punish them.

I play on Xbox One, and every time I play friendly 2s, my game begins to freeze during matches.
And this carries on into other game modes as well.
The way I know how I fix it, is to reinstall the game entirely after every time I play friendly 2s.

I read into reasons why games might be freezing on xbox, and the one that aligns with my situation is that there is a corrupted file in the game.

blasters counter axe in every way its not surprising. both weapons do have dash jump dair as a reliable punish against blasters dlight, axe def has priority underneath blasters if they are floating you can nair or dlight. axe dlight is really good btw no one uses it properly. gauntlets are good getting into blasters deadzones but be careful of trying to aproach with slight because its punishable now, aproach with movement then evaluate your options

but for countering axe you need a really good grounded anti air option since most axe players prefer to float then do a falling aerial
otherwise just try to be mindful of axe slight range, with katars wait for whiff and punish, and with bow you can contest with dlight
other than that the biggest thing i can recc is that you should play axe in experimental or even ranked for a few levels to get a feel for how axe players actually play, then youd be able to see what works and what doesnt, which gives you a better understanding of how to counter it

2. once you're in a room look at the top of your screen, theres a room number, tell them that number and they can input it in the "custom game" section of the main menu <- you can do this for people on other platforms
3. after you've finished a game with someone, at the score screen with everyone on their podiums, press inspect (down on kb) and you can invite them to your room there

They have more important, more significant changes they focus on, I don't think your points are especially valid, but how you feel is, they don't add team damage to friendly 2s/matchmaking to ranked because it encourages throwing/toxic behaviour, no one wants to queue friendly 2s just to be a 3v1, the same for experimental, they don't make an unranked 1v1 cause then no one would play experimental.
Spamming is always gonna be frustrating but it's part of the game and like i said before, the best thing to do is overcome it yourself, I don't think spamming will ever kill this game, its been part of it for years and the game has only improved and grown. I mean you can literally play every game now without it and just either throw bombs at your team mate or just SD. That's technically a 3v1 without the added effect. the end lag on orb slight is a little more than the end lag on sword dlight which is probably why its a little off-putting/difficult for you to pull of slight sair. the window is tighter so just try inputing quicker and you should eventually get it

I have around 800 hours on controller, I was diamond when I took the game somewhat seriously, but after coming back to the game a few years later, I'm interested in trying keyboard as I know in most aspects, it is the 'better' option(generally speaking)
