There's 3 parts to beating sig spammers:

1. Predict - Know what they'll do next. That's easier if they just use the same move.
2. Evade - Dodge/jump the attack. Knowing how signatures work give you an edge.
3. Punish - Use the opportunity to get damage on them. Hit and run or a string, you choose.

If they're not compelled to attack, fake going in to encourage them to attack, then predict and punish them.

A general overview is that both weapons got general damage decreases on a few moves, bow nair has a more concentrated hitbox and recovery may kill slightly later. spear nair also has a fairly significant hitbox nerf, also her nsig on bow is a bit slower and dsig on spear has a couple more frames before the hitbox comes out

This new steam server update seems to have brought with it a bunch of random game freezes that never happened prior to this update. it's a multiplier. raw stat data is honestly pretty weird and you won't learn much from it.
plain and simple, it reduces recovery frames.
