Although Xbox owns Bethesda, there are many existing deals in place that were made before the acquisition which Microsoft needs to honour.

Some of those deals may prevent the game(s) being added on competing services. So if it was on PS Now, for example, it couldn't be added to Game Pass, or vice versa.

I'm not sure how long it will let you play offline, but there is some "dead internet" support... you have to set it up while you do have internet access though...

a quick search didn't show the official support page, but this page looks like it really is just a matter of setting your xbox as your 'home xbox' and installing the games... you shoudl probably launch every game you want to play offline at least once so it can download any remaining updates before you go offline (https://digistatement.com/can-you-play-game-pass-games-offline/)
