Rare achievements are an odd thing. Technically yes, the achievements are rare, but sometimes some of the rare achievements are super easy.
The percentage unlocked for an achievement drops considerably if a game is added to Games with Gold, Game Pass or a free play weekend, for example.
Loads of people who get the game 'free' jump in for a quick play, then don't bother playing again, so the player count increases by a large number affecting those unlock rates.
And DLC achievements are often always rare, because fewer people buy the DLC compared to the base game.

Honestly, after I did the plasma cutter run, I pretty much never used anything else, even in the later games. Once you get used to the small size, it's actually really nice.

They released it on Win 10 a while back. You need to spend about £40 to buy enough episodes to get all the achievements, but they never released enough and just stopped.

NHL Rewind (which is INCREDIBLY fun and absolutely a must-play if you loved those old NHL games in the Genesis era) says it doesn't support achievements yet, but playing it unlocks achievements that you can't hold the guide button to view and that don't show up on your profile. Game caps don't upload either.
Something in the release is different from most games, where you can at least view the achievements or upload captures.

@wooden hinge I know. I play a lot of pre-release games, but this struck me as odd because normally you can view them or, if it says they're not supported, they just won't unlock. When it goes 'live' they'll all unlock in a kind of annoying stream the next time you play it.
