Players at 2400+ care way more and notice actual mistakes they can point out more, while players at 1600-1800 tend to be more casual about it and don't even know who to blame to begin with

The ilvl jump from season to season is just a collateral of keeping up with pve ilvl. They've been doing 3 difficulties jumps since DF to maintain similar progression to when they did 2 difficulties jumps but with added power systems each patch.
