depends on your talents I don't use starfall a ton in bgs atm unless Im using the dot extension
and then mostly to extend the dots
I do occasionally pop a random starfall in arena when target is behind a pillar but within radius but even them I only use starfall in 2v2 skirms and some solo lobbies
starfall's best use is meter padding imo
