I think where you go wrong is thinking of comps as a 'setup comp' or a 'cleave comp'. You still should absolutely be looking to pair long chains of CC with your large major cds, when you have burst you dont want to be going off to cyclone healer so you want to pair that with warrior fear instead, and your healer can CC off of that, etc. Like every comp should be looking to chain CC on off targets to prevent peels/heals on their big goes.
