Typically you go through a cycle of ramping up to 12 and more depending on mana and CD situation -> spam Regrowth until your stacks are dropping off lower than 8 or 6 then go back to ramping
In between you'll be using Swiftmend to extend 2 Rejuvs and SOTF to put up 3 more so that window lasts a long time

You shouldn't be starting from 0 and you cycle between rejuving and regrowthing quite often so that's not really a 1 answer thing, and rejuvs cost a lot of mana compared to regrowth so it also depends on your mana. Aiming for 12 before Convoke is ok, it's good, I just didnt want you to think of hitting a hard number and stopping cuz that just hurts your gameplay, you have to Rejuv during movement, you'll Rejuv on Swiftmend and extend Rejuvs on yourself with Swiftmend, so your Abundance stacks dont go cleanly up and then down

i describe it as more rotation based. you dont wait for the damage to happen you spread the hots and swiftmend on cooldown regardless of the health of the targets. in raid i am putting lifebloom on myself, swiftmending myself on cd, use rejuv after swiftmend to spread your hots then you spam regrowth. simliar to back in the day healing touch spam spec, we spam regrowth

In m+ it’s great for big hits. But also don’t forget that burst healing becomes AOE healing with the apex talents. So that burst spreads to the group. Swiftmend on cd is more valuable in raid than m+ bc in raid we are trying to maximize our HPS while m+ you are the only healer you just gotta keep everyone alive

You would ramp to prepare for the next damage event. You would ideally spam regrowth when the damage is happening, but even if it isnt happening you would spread out regrowth hots and save mana through abundance.
