I'm new to healing/resto but I agree with this in my brief time doing both things. Catweave is like, I just press the damage button, then press the heal button, nice and smooth. Casting I gotta decide if it feels safe to cast for however many seconds and sometimes people in pugs go poof in that time.

belt is a low-value item, none of the necks from m+ have any haste/mastery options, the bifurcation ring from mt is a candidate, but that would be trying to fish out one item out of a very large pool.
and my raid target of Mythic crown of the cosmos for the locus walker wraps is still decently far away with our prog boss being mythic paladins
and you get 2 rerolls every week, so saving them up doesn't work, as you'll have an excess if you do not use them every week on a raid boss

how do you guys do dps in keys i dont get it, if im playing in any puger above 12 or 13 i have maybe20 25% windows for casting damage, i need to be with an ultra coordinated group or just doing 10s in order to be spamming starfire for 80% of time and its like 30k dps average at the end its not insane
i need to spam a shitload of starfire in order to be able to do decent damage

There are a lot of very bad healer trinkets, I think on average balance is a little better. But if you are getting raid vault slots and want a chance at litany I think you need to open as healer
