It varies with target count ofc, you just gotta get a sense of how much healing you get out of it in single target and if it's enough to get through the token amounts of damage the group is taking. It's not a 'healing cd' in that situation. If you're Starfiring 8 mobs, sure.
But also like it's very simple, you just do damage when you can do damage and heal when you have to heal. If you're struggling to figure out if you should be healing something or not and it ever causes you issues in keys, you're doing yourself a disservice playing Call+DOC
