Hexes should detiororate or expire in my opinion. We can't trade hexes, so all people do by hoarding them is create a backlog, and prevent us from getting final serial numbers on event items. There's no reason for someone to have 1k+ hexes stored that they never plan on opening.

I mean generally. Pretty hard to ask people not to use what works best. If I see a gold BK I am grabbing it, if people don’t want you to grab it, then they need to contest the drop.
I see in many custom lobbies, they all banning things like skunk and painkiller, They don’t like them because they disrupt their strategy and level the playing field a little. Imho, Strategise with what you have available. Trying to change the game around to maintain the advantage is kind of counter-productive.
I remember the uproar, when RR got nerfed, But I think the gameplay is a lot more varied and enjoyable now that people are using other legs.
