Warzone fixed it by allowing a respawn timer. You died as a solo in team mode. Land, stay alive for X time, and you get a respawn. And this is exactly how solos in OTG works. Zero reason why it can't be added to teams for solos

I would hazard a guess it is because solos mode doesn't really grow and sustain a network of players and community. Humans are social creatures and generally online games are about community. While a solos mode generally shows up because player counts can support it I don't think that the mode could grow a game by itself.
