Partially agree, but I think you are looking the project too short term.
In one view, Myshell is aiming the project far until the next halvings. Timing matters, but it matters for not so long time.
In other view, The team is continuously distributing out shell coins, so that means if the bull run starts tomorrow they could just launch the token in no time with sudden annoucement. They don't have to announce the exact TGE time, honestly.

Also, In market point of view, nobody could predict the market. It is plausible that the new super bull big wave will come soon (after some... current bad times with Mt.Gox), but that paradoxically means we must TGE after 'Beginning' of the bull run, or else Myshell will not be valuated good enough...

Honestly that's what I am worried more. Less valuated on TGE.
If Myshell TGE right now, it will really be a terrible timing. It's dead market for everyone, and harsher for new tokens.
