you cant turn off the balatro mods by just swapping between profiles.
best you can do is deactivate the smods mods before changing to your unmodded profile, or going to your modded profile and THEN activate the smods mods

watch config_tab [file] renders your UI tree with the config tab layout
also, watch config_tab doesn't have an in game UI for changing the layout, nor does it have support for debugging literally any other piece of UI in the game

- some information can be compressed, such as outline info can contain outline (size) + outline_colour in one row with option to expand
- absolute element position is must-have
- all element states needs to be grouped
- func/button can be grouped
- element highlight should be multi-colored and display various aspects of element (blue = element, green = padding, pink = border)
And much more if dig into each property you even want to use

i want to make a mod that removes all badges and replaces them with something else
the mods are already saved in mod.optional_dependencies, the UI just doesn't make use of it

A balatro shader guide could be nice but honestly, shaders are so based on GLSL that it's better to just learn from resources about that and then use the example mod to learn how to convert it
