FPS doesn't really have an impact on RAM usage tbf. For ram I suggest to turn pixel art smoothing off (along with trying the other graphic settings to see what you like)
If that's not enough and you still want to cap your FPS after changing those, try using your gpu vendor's program (e.g. for NVIDIA there's the nvidia control panel that should allow you to set custom fps limits per program)
