Have you only been completing orange quests and ignoring everything else, possibly not continuing storylines because they're behind more than just orange markers?

Hell, if you're doing everything in Frostfire you should have more than enough to upgrade your garrison to tier 3 before you're done

Then doing Gorgrond should give you enough to upgrade all of your buildings
