What's everyone's opinion on my take?
World of Warcraft raids are about playing your class, while Destiny 2 raids are about playing the encounter. This is reflected in how both games handle classes, and subclasses in Destiny 2. This is not to say that the encounters in World of Warcraft are not equally important, they are, but someone not playing their class correctly will often lead to a wipe, but someone not knowing an encounter can be accounted for by more experienced players, but it is harder for experienced players to account for lack of damage, tanking or healing.

I don't know how long it takes to be considered "decent" at the game with "decent" items. You don't need Chromie Time to play the old expansions, the content is still there and you can still do them
All Chromie Time does is scale the old expansion content for the purpose of leveling 10-50
