it purely depends. when it comes to film framerate is entirely a different vein, and your monitor doesn't matter.
game wise, like i said it depends if the game was built with that framerate in mind. that's why console games that originally were built around 30fps look smooth, compared to anything modern.

You need to grab the piece you want so if you wanted their leg armor grab the legs then hold the grab button again for example

What I have to do for that is first equip a two handed weapon like a pollaxe or something, then equip the weapon you want holstered in your first right hand slot, then equip the weapon you want holstered in your first left hand slot and so on. When you have your weapons you want holstered, unequip the two handed weapon

this might be for editing weight and height but all you gotta do is go to the equipment tab there and start messing around with rgb values. goes from 0 to 1 where 1=255 iirc.
