But maybe theres like diminishing returns or maybe the sheer amount of frames itself lowers the frame rate or something.

The framerate can affect physics a bit.
Its most noticeable with the walk cycle, compare 60 to 30 fps.
Its not just less smooth visually it seems physically snappier.
But things like movement or the dodging when tapping with shift does seem to be faster if the game isnt using 99% of your GPU and whatever its maximum allocation of CPU is rather than the fps itself.
I can get stable frames on dx12 but the movement seems slower, while for other people like clueless he seems to be moving at normal speed.
