It's not any weaker, it's just used differently and takes a lot more practice.
1H combat is a lot more complex because you can control the length of your strikes by either wielding your shield with or without. Also footwork and manipulation comes into play a lot more.

2h is fine but a lot more rigid and can't get as much distance with it, and you'll never reach the incredible snapping force of a distant swing that the 1h has
