I'm gonna to summarize.

Reading-mode happened because of a California law that enforced this. If they didn't comply, they'll get a fine.

If you want to verify... settings -> advanced -> verify age. But there is conditions, if it fails/detects your face as baby-like you'll be given ID as a last resort to prove that you're over 18+.
