This comes from the fact that Ladino didn't go through some of the sound changes thay happened between Old and Modern Spanish, so in Old Spanish they'd say "Fablar," but in Modern Spanish, that initial "f" became like a modern spanish "j" sound, so it sounded like "jablar" (spelled "hablar,") and then that "j" like sound disappeared

and then they forgot to change the spelling
