1. you hosted the contact email on their server
2. payment fails on that server
3. hetzner contacts you about failed payment, however it never reaches you because it goes to the server which is shutdown after payment failure
4. from hetzners view, you are ghosting them on payment, so they keep trying to reach out to you, but cannot because the server is shutdown
5. after some amount of time, they release the resources reserved by your system
