The isssue we encountered with HEVC was they added partitions from 4x4 all the way to 64x64 along with stuff like rectangular partitions vs just 4x4-16x16 in h.264. The added search space was massive and part of a lot of development for x265 was traversing them quickly.

Part of a feature for that in x265 is looking at the spacial energy of a part of a frame as well as how deep other partitions within the same CU go and weighting them with cost
