Riot Shield is only broken because someone an attacker can add a little artificial lag while fighting a shield and even when the shield is up the shielder will keep getting hit.
But as for your video, if "broken" means "take 2 riot shields" then it's not really broken lol. Want to kill enemy players? Just take 2 people and stomp them with any gun.
