If you do that thing for ocular illusions/puzzles where you unfocus your eyes it becomes a little clearer but I don't have a good guess. The flashing is a little distracting for my silly little brain to pull a solid image out of it.

This looks SUPER similar to visual cryptography noise though but usually for visual cryptography you need two things layered on top of each other to pull out the answer.

Converted to smart object, added high pass filter at 10 pixels, added levels and brought in sliders, added exposure boost too. Added noise reduction on for colours then created a layer from it. Repeated by changing highpass to 5 and then 15 and moved around levels again
