your GPU does not have a major impact on performance, its a CPU usage heavy game, so get more than 70 FPS you need a more powerfull CPU

yes yes its the way the finals was developed, almost everything happens server side, however in their podcast they did say they will in the future try to make it a little more gpu load dependent so you can expect more FPS in a future update maybe
