Take a look in what state TF is, there is no way we can expect a full release in 2023 because the game would flop harder than anything else released in the past 5 years.
There is lack of guns, gamemodes and maps to sustain healthy playerbase, optimization is terrible, there's still a lot of bugs ect.
Game requires A LOT of work done to succeed at launch and stay alive and Embark isn't a big studio, they're doing something that even big AAA studios would struggle with.
The Finals is also the first game from Embark so making first good impressions is important, so if Embark wont be able to do a 1.0 release by the end of 2023 I'd expect them do a delay to 2024 or release it in EA.
