That's the highest number of people in diamond since s4 I believe. The game is dying in reverse. Compared to season 7, season 8 has +30% ranked participation. That's straight from Embark. Season 9 had even more participation than season 8. And season 10 so far maintains that trend.

Diamond is always top 1%ish, so an increase in the number of diamond players is an increase in the number of total players. This can be confirmed with the actual numbers from the end of s9 which was like 450k ranked players at least.
