Imo it's probably because aim is a mechanical skill that's always necessary one way or another.
A heavy with a winch can easily be hit with a winch, meaning almost anybody can counter them effectively by out-crutching.
Nothing in the game will save you if you struggle to hit a Light player with winch, and that scares people. The only way to beat a good dash light player is to be a better player overall, while there's generally more of a loadout aspect to heavy fights.

Imo heavy does have it's own difficulties, but they've been degraded over time because lots of feedback doesn't take the reasoning behind them into account. Heavy is better in just about every way besides having longer cooldowns, but those cooldowns get lowered because they're "ruining the class"
Ultimately Light and Medium's move speed differences are only little gimmicks that don't make much of a difference, while the real balancing between classes is held up by a difference in weapon and gadget strength.

Nah cooldown nerfs ARE effective, the only issue is that the devs are willing to give heavy game-winning gadgets on relatively low cooldowns for the value they bring. Dome Shield is a gadget that consistently wins games across many situations, but Thermal Bore has a higher cooldown than it.
If you're able to guarantee victory with a gadget, you shouldn't be able to reuse that gadget until whoever you just killed has been through a respawn.
