My Mobo/CPU combo have the issue that if TPM/ is enabled, which you need to run win 11, you can get stutters while gaming, how I understand it TPM usually runs as on a separate chip, but with many AMD Ryzen Systems (AM4 Platform to be exact) it tends to run via the CPU, which puts like the whole system on hold because the CPU essentially waits for the operation to finish, aka it fucks you up while gaming, and your Ryzen 7, 3700x probably uses that socket, now idk 100% whether its that in your case but my money is on that
