The thing is, it's a purely business decision. If Finals is more profitable for them, they will invest more into it, simple as that.

But Arc Raiders is currently the star of the show (literal marketing term btw) meaning more investment will give more profit AND market share. Compare that to Finals, which is quite profitable, sure, but the market growth has stagnated since S2 as per player numbers on Steam.

Finals will not be shelved anytime soon, after all it's probably the most unique fps in the market right now as well as being the MOST POPULAR arena shooter, surpassing the likes of Quake and Halo. But Arc Raiders will simply get more attention, because it has much better optics.
