i can give some vague advice to fix stutter tho
check if your cpu or gpu are overheating
make sure you are upto date on any drivers
try verifying game file on steam
don't use exclusive fullscreen in game (it has stuttering issues, use borderless)

other then that i'd pretty much have to be right infront of the pc to see what else is going on
so those are some basic tips i guess

The charecter grinding is atrocious, but I wouldn't say any charecter is necessarily busted. You start with Lifeline, Pathfinder, Bloodhound, Wraith and Bangalore though, whi seem to be solid picks, and they give you Gibraltar, Rampart and a charecter of your choosing as part of their "welcome pass"
