Eh, it does have very easy counter play to prevent it. It only really works if the person stealing is the furthest possible position from a cashout. Plus the TTK for heavies is very slow with riot shield that it's a super risky way to try to stop a steal.

Countering the shield blocking has a very simple and easy counter. Stand close to the cashout. Plus blocking steals in the context I'm talking about is VERY risky. I only tend to do it when I'm the last one on my team and simply doing damage will not stop them
