buff the guardian turrets range by 10 meters and widen its view cone by 10 degrees, but give it a damage fall off to counter-nerf the vision range buff.

Also make the cooldown faster when picked up via tablet, so its more fluid to use, thus less of a time waster when setting up / taking down the turret m.

if guardians turret has a higher pick rate, then data reshaper will also have a higher pick-rate, thus making for even more dynamic strategies.
