Depending on your level, I'd say dash is best, at higher levels, people can smell the cloak, and the windup time on the grapple hook is a bit long to be useful in combat. I personally run with goo/gas/pyro as my default, they're not considered amazing, but at the same time, they're basic, easy to figure out, and can be very useful if you get good with them
