Keep in mind, highest ilvl isn’t nescarily best in slot, stats on the item in question matters a lot. Spellspeed mainstat might not be what a particular job has a priority stat, even when factoring in melding.

the main goal for any healer in endgame is to heal the least amount possible via hard cast heals, you should leverage the oGCDs heals as much as possible, between both healers, to recover health in the way that lets you cast the least amount of heals. Obviously some mechanics require you adlo or succor, but if you take a bunch of aoe damage but no more aoe damage is coming for the next 20+secs, then Whispering Dawn on its own will be enough to heal up and wasting time to Succor is basically, well, wasting time. That's why most of your time is spent DPSing, and that's why you want to use cleric on cooldown since you're mostly DPSing anyway. Again, it's case by case, if you know big healing is coming soon, no reason to cleric right away
