first clear of the week will give you a datalog to trade in for gear in rhalgr's reach, if it's the first clear of the week for 8 people you get 2 chests of loot, if 1-3 have cleared for the week, the rest will get 1 chest, if 4 or more then the weekly first-timers will only get a datalog

which is why it's reccomended to be part of a static, a set group that only gets weeklies together at the same time, so everyone gets 2 chest

as a party you get to open the 2 chests and roll for the loot, if you don't get anything good, too bad, you'll only see loot next week, any other clears won't give you loot
