you lose the previous step when you upgrade your weapon so they're a way to keep the appearance of a previous step if you liked it more
and relics with customizable substats can't be put in the glamour dresser at all, so they're useful if you want to use glamour plates as well

Gathering relics are better for collectibles since they have a bonus for those. For normal nodes they're worse than pentamelded gold thumb, if you have that. Otherwise they're identical to budget melds.
Crafting relics are only good if you're doing expert crafts, which there aren't any of outside of cosmic exploration currently. Otherwise they are, again, equivalent to budget melded tools.
