There isn't a specific case mentioning this in the user agreement/prohibited activities list, but it could be considered either "obstruction" or "uncooperative behaviour." If they're basically being super stubborn then it's potentially reportable but I doubt anything would come of it. If they're being belligerent about it though then that's reportable as harrassment.
